Recognised as an authority on building legislation including the Building Safety Act, the Building Act, Building Regulations and Higher-Risk Buildings Regulations, Owen has been a member of working groups for the Building Safety Regulator and the Interim Industry Competence Committee.

As part of our Digital Safety team, Owen applies over 35 years' experience within the Building Control profession to help clients understand their new duties, explain the legislation in a way they can understand and help them adopt the necessary change in culture to ensure they comply with the legislation.

He began his career at Oxford City Council in 1987, developing an in-depth knowledge of the Building Act and Building Regulations. As he gained experience, he became Building Control Manager at West Oxfordshire District Council, where he managed a Building Control section with responsibility for financial and people management. He also advised the Council to ensure it fulfilled its duties to enforce the Building Regulations.

Owen moved into private sector Building Control in 2005, one of the leading Approved Inspectors in the industry, where, as Technical and Training Director, he was responsible for ensuring the highest technical standards were met by the company. Recognising the shortage of building control surveyors, Owen was instrumental in developing their Apprentice Building Control Surveyor programme.
